TCAR provides emergency foster care and medical support to animals in need throughout the Twin Cities metro. We partner with clinics and shelters to rescue, rehabilitate, and rehome pets with loving families.
Our Story
Founded in 2014 by a group of local volunteers and veterinary professionals, TCAR began as a small network of fosters helping animals in crisis. Since then we've grown into a coordinated rescue organization that focuses on medical intervention, short-term fostering, and community education.
Core Values
These guiding principles inform every decision we make at TCAR.
Compassion-first Care
We prioritize the comfort and welfare of each animal, ensuring pain is managed and behavior needs are addressed before rehoming.
Medical Excellence
Our network of partner veterinarians provides advanced diagnostics, surgeries, and follow-up care so every animal receives appropriate treatment.
Community Partnership
We collaborate with shelters, clinics, and volunteers to maximize capacity and keep animals safe in the region.
Transparency & Education
We share outcomes, costs, and best practices with the community to build trust and empower responsible pet guardianship.
Partner Testimonies
Local partners share how TCAR has helped save lives and support the community.
“When our intake numbers spiked last summer, TCAR coordinated emergency fosters for 34 dogs in a single week — their team saved lives and stayed calm under pressure.”
“TCAR's medical partnerships mean animals get timely surgery and follow-up care that we couldn't always fund internally. Their professionalism makes all the difference.”
“As a neighborhood outreach program, we've relied on TCAR for transport and temporary housing for injured strays. Their volunteers are compassionate and reliable.”
